As the building is a public space, it should be available not only at office hours, but also at other times of the day. For this reason, it is important that the building is integrated with the surrounding area and can host different functions besides the municipal service. Therefore amphi-stairs are designed on the 1138/1 Street's direction and a public focus is set up to host municipal events. In addition to this, the roof top is open to pedestrian access and designed for supporting green roof characteristics.
The service buildings which are formed by four main masses are separated into two main branches and bridges are located in order to provide the pedestrian connection between administrative and service areas.
The main pedestrian axis is planned in order to form a sub-ground urban space. In this urban living space organization, the climatic and environmental conditions were taken into consideration and the creation of a shaded space and a sense of place is aimed.
